HOA DUTIES AND RESPONSIBILITIES

Enforce covenants/restrictions - The HOA is responsible for enforcing the community's CC&Rs (covenants, conditions and restrictions) to maintain appearance, standards, and property values. This includes violations like unapproved changes or neglected landscaping.

Maintain common areas - The HOA manages, maintains, repairs, and improves all shared community property like pools, clubhouses, parks, sidewalks, parking lots, etc.

Assess/collect dues - Dues must be assessed per the governing docs, then collected from all homeowners to fund the HOA's budget for operations, services, and reserves.

Financial management - Responsible financial practices must be followed, including budgeting, accounting, audits, investing reserves, and tracking expenses. Transparency is key.

Conduct board business - The board must hold open meetings, allow homeowner participation, vote on policies and issues, enforce rules/assess fines, and communicate regularly.

Oversee contractors - The HOA hires and manages contractors for things like landscaping, maintenance, construction projects, and other duties as needed.

Maintain insurance - Appropriate insurance policies (property, liability, etc.) must be kept current to protect association interests.

Enact policies - The board enacts policies and rules, like rental restrictions, parking rules, pet policies, to regulate community issues.

Comply with laws - Federal, state, and local laws pertaining to HOAs must be followed, like fair housing, governance, and other standards.

Respond to homeowners - The HOA has a duty to respond to and address resident complaints and requests promptly and appropriately.
